Very correct. Second wind and healing surges are slightly different and probably we tend to get mixed up with both. A Second Wind allows you to use a healing surge in combat. Without a Second Wind ability, you can't use a healing surge unless specified by some other powers used on your PC.
But if that power specifies that you get to use your Second Wind; you can't use it if you have already used your Second Wind. But if a power specifies that it allows you to spend a healing surge, you can use your healing surges; without consideration of your Second Wind.
