Reliable with Effect

If a power has the keyword Reliable and has an Effect line, means that if I don't hit with the power, the power is not expended but the effect still takes place?

I'm looking at MP2 Rogue Level 9 Daily One Hundred Knives.
This power has awesome crit fishing potential. If I keep missing the attack, I can keep rolling for crits!!

Btw already checked Errata, nothing on it.

Yes, what you said is correct. However that is assuming you miss thou, which is really not that common when you oath the target =P but it is still 3 attacks, so could be worth while.
