Helloes! This thread is to contain information about my upcoming Eberron campaign!
1) Character Generation
The campaign is going to start at level 5. This is to signify that you have done some stuff previously, like a stint in the military during the war, a job at one of the many countries' government, or working for one of the many Houses etc. You're fairly good at what you have been doing, that's why you're level 5, but circumstances have changed resulting in you becoming an adventurer.
For high level generation rules, you get to pick 3 magic items one each from level 4, 5 and 6, and also get gold equivalent to the worth of a level 4 item (840gp). However I'm modifying the rules for getting all sorts of mundane items free. Instead, you get one (1) adventurer's kit when you start the campaign. Any other stuff, mundane or magical, has to be bought.
For character backgrounds, the Eberron Player's Guide has a pretty good selection and tends to add more flavour within the setting context. Please choose one of those, or one of the standard PHBs one. The campaign is (hopefully) going to focus a lot on Dragonmarks, the Draconic Prophecy and the Houses as they as something iconic to Eberron (other than flying ships and robots). It is best if your character has something to do with them, it will improve your experience (*hint hint*)
Also think about the following questions while drafting your character, it will help me as much as it helps you:
Where you come from. Was it one of the Five Nations? Or are you from another continent, or even another plane?
What part you may have had in the Last War. It was a war that engulfed Khorvaire for a hundred years that only ended 2 years ago.
Why are you in Sharn, the economic capital of Breland (Think of it as London, UK)? The campaign starts there, so everyone needs a reason to be there.
What troubles have you had in life? What adventures have you been on? Did anything in particular lead you to become an adventurer?
What are your characters goals, if any? Not everyone has any long-term plan, but are you perchance after someone, or trying to learn something?
Do you follow a religion? Most of Khorvaire worships the Sovereign Host. Or perhaps you follow the Silver Flame, or the Blood of Vol, or the Undying Court?
Think about your family. Almost everyone has one, so at least give them some thought. If you'd rather they be unimportant, that is acceptable.
What connection do you have to the other players? It's easier to form a coherent group if there's a believable reason for them to travel together
At the moment I will allow all books including Primal Power but excluding Dark Sun Campaign Setting. You don't really need the extra buffs presented and they are more specific to Athas than Eberron.
For Dragon magazine, please consult me first. Most of the stuff should be fine, but as I have said Dragon magazine tends to make characters much more effective. I would like to keep it to an even playing field for everyone.
After you're done creating a character, please post it here or send it to me so I can give it a once over.

Eugene as __________, human bard
