Most powers are divided into attack and utility powers, and into Daily, Encounter and At-Will powers. A typical starting character has two At-Will attack powers, one Encounter attack power, one Daily attack power and no Utility powers, while a typical high-level character has two At-Will attack powers, four Encounter attack powers (three class powers and one paragon path power), four Daily powers (three class powers and one paragon path power) and seven utility powers (five class powers, 1 paragon path power and 1 epic destiny power). Unlike attack powers, at-will, encounter and daily utility powers share the same slots. Daily Each Daily power can only be used once a day, though the concept of "day" is slightly flexible. These are the strongest of the powers, in the sense that they have a number of secondary effects or have some effect even on a miss, rather than because they inflict more damage than an Encounter power of similar level. Encounter Each Encounter power can be used once between each rest break. As this rest interval only requires a few minutes, Encounter powers recharge fairly often. However, any time characters proceed directly from one fight to the next, these powers don't recharge. Thus, strictly speaking, they are not (automatically) available on a per encounter basis. At-Will These are the bread-and-butter powers. Characters can use any of them repeatedly as often as they want. However, they are less powerful than either Encounter or Daily powers. Source

Technically speaking, it's true that Encounter Powers don't necessarily recharge in the next fight. But in the context for our campaign; we shall assume that after every official encounter, it is common agreement that PCs will take a 5 minute rest before proceeding on. Imagine if PCs enter a combat without their Encounter Powers... only with At Will powers and their bloodied conditions... they can never survive the next encounter unless they always score a critical hit... but judging from the first official session... wahahahaha~!

The gods have intervened and blessed everyone a recharge of their daily powers as well.
