So as mention last session, it was said that you do not need a physical implement to cast the spell. In fact, you can just etch a rune or a tattoo and that is a magical implement altogether.
I remember it states clearly in the rule book that if the power states an "implement" keyword, it requires the appropriate implement, like a holy symbol, or a orb, a wand etc.
Following what Alvin said, if that was possible then i can stick my wand as a peg on my leg like a pirate, or even have the orb implanted in me so i can have both hands free.
Alvin, do you know where the page for what you mention can be found?

I think he is talking about not using implements when they are at a +0 bonus, thus saving like 5g or something. I quote, from page 56 of the PHB:
"Implement: Many arcane spells are more effective when used in conjunction with an implement—a wizard’s staff, orb, or wand, or a warlock’s rod or wand. Many divine prayers use holy symbols as implements. To grant its benefit to a divine character, a holy symbol must represent the character’s patron deity or one of a group of deities the character serves. It’s not necessary to have an implement in order to use a power that has the implement keyword."
This point is repeated in the class descriptions, for example pg 62 PHB
"Without a holy symbol, a cleric can still use these powers, but he or she doesn’t gain the bonus provided by the magic implement."
Since you dun need an implement to use the power, and without a +1 implement theres no benefit, you can just wave your hands as an implement.
On a side note I also noticed this, pg 236 PHB:
"Unlike other implements, you need only to wear a holy symbol for its property or power to function. If you are wearing or holding more than one holy symbol, none of your symbols function."
So yes if you dont want to use a +1 implement or greater, you can use your holy tattoos, bracelets etc to channel divine powers. But note that this only applies to holy symbols, for other categories of implements they specifically note that you need to have it in your hand.

Shaman-wise PHB2, page 119
Implements: Shamans use totems carved to resemble the spirits they most commonly call upon, particularly their spirit companions. When you wield a magic totem, you can add its enhancement bonus to the attack rolls and damage rolls of shaman powers and shaman paragon path powers that have the implement keyword. Without an implement, you can still use these powers
