Upon looking at the rules for death and how helpless we can be when dying, and also bearing in mind the fact that 4th Ed DnD allows for players to come up with interesting ways of applying the skills stated, may I suggest a new option of applying the heal skill in addition to the usages stated in the book:
✦ Resuscitating the Dying: Make a DC 25 Heal check to stabilize and allow the dying character to spend a healing surge immediately, thereby allowing the dying character to be conscious and at the healing surge value HP.
*Note: Increase the DC to 25 to proportionate the difficulty of getting a score for the death saving throw above 20

Eh, you may want to review your suggestions again, because as stated in the other threat; you only spend one healing surge when you are recovering from death. You don't need to spend a healing surge to restore back to 0 HP. It is automatically calculated from 0 HP when you use the healing surge.
And if you read through the answers I have given in the threat, the suggestions here don't really give balance to the game anymore. Resuscitating the dying would be redundant, because when you stabilize a PC, he is unconscious just that his HP remains at whatever negative value it is. But when a healing surge is spend, his HP recovers as though it is calculated from 0 HP.

i have amended, and the above skill is only if it is agreed that the Heal check for Second Wind doesn't apply to dying characters. If you rule that it does, then the skill is, like u said, redundant.
